The Russian economy, which was growing rapidly at the early stages of Vladimir Putin’s presidency, has been stagnating since the 2009 financial crisis. On 15 January, Putin announced constitutional changes, and the head of the Russian government, Dmitri Medvedev, resigned. What is the meaning of these changes?
