The war in Libya, actors, agency and solutions

The questions this webinar have addressed are: how badly scarred is Libyan society, and can the foreign actors and the Libyan factions they support be enticed to negotiate an inclusive political settlement?

 
In 2011 NATO intervened in Libya after a UN Security Council Resolution authorised a military intervention to protect Libyan rebels against the long time dictator Muammar Ghaddafi. The rebels had been encouraged by the Arab Spring and uprisings in neighbouring countries. While the NATO airstrikes helped defeat Ghaddafi, Libya has not managed to form a stable successor government. Instead, Libya has been entangled in a brutal civil war with two competing governments, both sides aided by several foreign powers with their own ambitions.
