One of the great challenges ahead for the European Union is to find a new basis for its relations with Russia. There have been few attempts to hide the fact that relations at the moment are in a bad state.
However, in a report written by researchers of the new think-tank, European Council on Foreign Relations, a cogent argument is made for the EU having to overcome its internal divisions first.
